Мобилизация – слово, к которому во время полномасштабной войны трудно относиться спокойно. Для кого-то это долг перед государством и вопрос патриотизма, для других – страх перед неизвестным и невозможность побороть внутренний конфликт, если человек далек от военной сферы. Сайт yes-vinnytsia.com.ua разбирался, как усилились мобилизационные мероприятия в Виннице летом 2025 года и к чему это привело.
Наши сегодняшние герои – обычные жители Винницкой области, которые попали в несколько воинских частей не по боевой повестке, а после принудительной «бусификации» – часто даже без денег, документов и важных личных вещей. Это напоминает детектив, где главным фигурантом становится не страна-враг, а местный ТЦК. И Винница часто оказывается в центре таких историй, где одни считают преступниками «уклонистов», а другие – тех, кто обманом похищает людей прямо с улицы «на 10 минуток», говоря, что «все будет хорошо», а потом везет, словно преступника, в распределительный пункт с охраной и колючей проволокой.
Обсудим реальные события июля, известные от непосредственных участников.
ВВК как повод
Федор* из Оратова, который является Свидетелем Иеговы, утром 3 июля имел свои планы (его история борьбы за альтернативную службу начинается здесь). Но их изменил звонок местного полицейского, который не представился, но настаивал на личной встрече из-за розыска местного ТЦК и СП.
«Дооформить какие-то документы… Да это всего несколько минут…»
Гражданин согласился на поездку, но она растянулась на 5 дней. Далее последовало оформление административного протокола якобы из-за неявки по повестке для уточнения данных. Повестке, которой либо не было, либо которая случайно была отправлена не туда. Штрафа в этот раз не будет – заверили мужчину.
Далее Федора сопроводили в кабинет, где ему напомнили о том, что нужно обновить дату ВВК, которому более года. Но для этого нужно проехать в Винницу. «Потом вас вернут в Оратов», – уверяли сотрудники местного ТЦК и СП, которым руководит капитан Артур Григорук. Также там напоминают об обязанностях перед государством и уверяют, что религиозные убеждения в воинских частях учтут – мол, можно просто чистить картошку или стать капелланом.
ВВК проводится по несколько сокращенной программе. Большинство врачей просто спрашивают о жалобах и делают соответствующие заметки, если есть предварительные подтверждения медиков. Но впоследствии становится очевидно – ВВК не конец истории. Возле Винницкой областной клинической больницы имени Пирогова много охранников, высокий забор… Все, ловушка захлопнулась. Никаких повесток уже не выписывают. Далеко отойти не дают. Просто везут и делают военным, если ты понравился приемочной комиссии.
Важные места
Ключевые места, вокруг которых разворачиваются события. Первое – Винницкий ОТЦК и СП на ул. Даниила Галицкого, 31. Второе – распределительный пункт в селе Лукашовка. Именно туда свозят спешно мобилизованных винничан, чтобы посадить в автобус и везти в в/ч. И это лишь несколько примеров таких мест, которых по Украине десятки. В частности, нашей редакции известно о многочисленных незаконных удержаниях граждан (некоторые из которых зафиксированы полицией) в городе Хмельник, где местным ТЦК и СП руководит Олег Резедент.
В этих структурах задействовано такое количество охранников и конвоиров, которого бы с головой хватило на несколько батальонов. Но они занимаются важным делом: не дают сбежать, иногда кормят и выводят в туалет или покурить. У фигурантов нашей истории не отбирают телефоны, им дают звонить адвокатам и полиции, но это не очень помогает.
Люди и события
В распределительном пункте в селе Лукашовка возле Винницы побывало много людей. Часто это те, кто имеет проблемы со здоровьем, которые видны невооруженным глазом. Тем не менее, по заключению ВВК они пригодны. У одного мужчины в области живота есть выпуклость, характерная для грыжи, другой еле передвигается и постоянно скулит, третий передвигается с палочкой, четвертый имеет наркотическую зависимость – «сидит» на метадоне. И если ты имеешь лишь пищевую аллергию и шейный остеохондроз, то чувствуешь себя на фоне них почти здоровым.
Но есть еще одна интересная история – она связана с мужчиной, у которого 4 детей, из которых трое несовершеннолетние. Его жена пропала без вести, документы о наличии детей есть на руках, но нет оформленной отсрочки.
«У вас было 3 года оформить отсрочку», – говорят представители ТЦК.
«Я думал, что не подлежу призыву, да и хотел оформить отсрочку, но мне не дали. Согласен на штраф, но отпустите дооформить документ», – умоляет мужчина.
Но его и слушать не хотят. Трое несовершеннолетних детей без присмотра, религиозные убеждения или очевидные проблемы со здоровьем не считаются. Всех отправляют в бесплатное турне по Украине: Николаев, Кропивницкий, Одесса…
Впрочем, в нашем случае из таких турне иногда можно вернуться. В воинских частях, когда слышат о конкретных важных обстоятельствах, часто говорят: таких не принимаем, везите обратно. Отца четырех детей и Свидетеля Иеговы в итоге отпускают с повесткой на следующий день. Мужчину с грыжей принимают в части под Кропивницким – мол, подлечим. Он не против воевать за страну позже, но умоляет: дайте сделать операцию! Всё же его уверяют, что местные врачи помогут.
Конвоиры ведут себя преимущественно по-доброму. В конце концов, они лишь выполняют приказ. А можно ли поговорить с теми, кто принимает решения? Об этом не может быть и речи – руководители мобилизационных мероприятий в Виннице слишком занятые люди. Так что остается ехать дальше, даже если это не имеет смысла.
Атмосфера и обстоятельства
Атмосфера на распределительном пункте в Лукашовке довольно напряженная, хотя и не слишком строгая. Кого-то встретили по дороге к банкомату, кто-то вышел в тапочках вынести мусор. Есть даже спортивный журналист, который не дошел на интервью с тренером. Совсем не похоже, что принудительная мобилизация добавляет мотивированных бойцов в армию. Кое-кто уже смирился, но есть и те, кто откровенно протестует.
По дороге в в/ч почти никогда не кормят. Если есть с собой деньги – где-то могут отпустить в магазин скупиться. Тяжелые обстоятельства усиливают упаднические настроения, но порой побуждают делиться тем, что есть.
Важные вопросы
Почему сложилась такая ситуация? Человеческий ресурс постепенно исчерпывается, а это основа военной силы государства. Демократические ценности обычно важны для союзников США и Британии, но ведь надо пополнить армию… Что ж, возможно, вскоре пригодными по заключениям ВВК будут даже те, кого несут на носилках?
У участников событий возникает целый ряд вопросов. Защищая мирное население, приемлемо ли пренебрегать его же благополучием, забывая о том, что у некоторых на иждивении престарелые родители или дети? Стоит ли заставлять отказываться от бронирования на критически важных предприятиях, что также может подрывать оборонную способность страны? Правильно ли в войне за демократические ценности пренебрегать основополагающими правами человека, в частности свободой совести?
А еще: какой баланс должен быть между правами человека и военной мощью государства? Первое – словно глина в железе, которая ослабляет его мощь, но если это убрать, какие преимущества одной формы правления над другой останутся?
