Микола Лівицький з Вінниччини був одним з президентів Української Держави. Президентом вже неіснуючої держави. Разом з однодумцями він відстоював українську незалежність ведучи боротьбу в кабінетах, на з’їздах та конференціях, постійно нагадуючи світовій спільноті, що Україна є і завжди буде. Український ватаман
В сприйнятті багатьох українців єдиним президентом до часів Незалежності є Михайло Грушевський. Це досить поширена помилка, адже Грушевський був головою Центральної ради. Формально ця посада більше прирівнюється до статусу спікера уряду. Але Українська народна республіка мала і своїх президентів. Щоправда, вже на більш пізніх етапах існування – в екзилі, себто за межами України.
Їхній відлік можна вести з Симона Петлюри – Головного отамана військ УНР. Йому наслідував Андрій Лівицький, який пізніше реформував посаду зі звання отамана до звання президента. Сучасна Україна юридично є правонаступницею УРСР, але на ідейному рівні ми наслідуємо УНР.
Після поразки Української революції 1917-1921 років багато діячів відправились в еміграцію. Одні, розчарувавшись у всьому, просто доживали свої останні роки, інші з часом повернулись та асимілювались з новим, радянським порядком (частина таких людей згодом була репресована).
Були й такі, хто продовжував відстоювати незалежну Україну закордоном. І, хоча українське питання втратило свою актуальність для тогочасних західних політиків, уряд УНР продовжував діяти аж до 1992 року. Одним з тих, хто забезпечував та підтримував його діяльність був Микола Лівицький.
Народження майбутнього президента
Микола Лівицький народився 22 січня 1907 року в Жмеринці в сім’ї Андрія та Марії Лівицьких. Його рід походить з Полтавщини і вважається, що в часи Гетьманщини Лівицькі були сотниками та полковими осаулами.
Прожити довгий час на території України Миколі та його сім’ї не вдалось. В 1918 році він розпочав навчання в київській гімназії ім. Тараса Шевченка. Наприкінці 1920-го їм з батьком довелось емігрувати до Польщі. Справа в тому, що Андрій Лівицький був активним учасником подій Української революції й на момент еміграції займав посаду прем’єр-міністра УНР. Після смерті Симона Петлюри в 1926 році він зайняв його посаду.
Тим часом його син продовжував здобувати освіту – у Варшаві, Подєбрадах, Празі, Женеві. Одночасно з цим він займався громадсько-політичною діяльністю. Будучи активним учасникомм українського студентського руху, обирався головою новоствореної студентської корпорації «Запоріжжя» у Варшаві. Також брав участь у з’їздах Центрального союзу українського студентства (ЦЕСУС).
Журналістика у життя Лівицького
ЦЕСУС – громадська організація українських студентів поза СРСР. Створена в 1922 році в Празі. Протягом 20-х років ЦЕСУС об’єднував тисячі студентів та десятки організацій. Союз був змушений постійно переїжджати, внаслідок зміни ставлення до українців на конкретних територіях, що були викликані змінами в політиці конкретних країн. З 1971 року ЦЕСУС розпочав активну діяльність на захист українських дисидентів. Але через шість років союз почав занепадати.
Микола Лівицький також активно займався журналістською діяльністю. Він був одним з видавців часопису «Студентський голос» (1927-1928 р.р. Варшава), публікувався в журналі «Тризуб» (неофіційний ЗМІ, заснований з ініціативи Петлюри в Парижі) та львівському «Ділі». Також матеріали Лівицького часто з’являлись на сторінках багатьох швейцарських видань.
Довгий час Микола Лівицький виконував функції секретаря делегації уряду УНР при Лізі Націй. Тоді ж він став спеціальним кореспондентом «Тризубу» в Женеві. Швейцарське місто в ті часи вважалось одним з центрів світової політики, що давало українським діячам багато можливостей. Але Лігу Націй більше цікавило питання незалежної Польщі, у той час як тема українців була десь на периферії.
Налагодження дипломатичних відносин
В 1937 році Лівицький здійснив ряд дипломатичних поїздок за дорученням голови Ради Міністрів УНР Прокоповича. Він відвідав Німеччину, Польщу, Чехословаччину, Австрію, Італію та Францію. Роком пізніше його направили до столиці Карпатської України – міста Хуст. Там Лівицький вивчав можливість залучення колишніх військовиків армії УНР до збройних сил Карпатської України
З 1942 року Лівицький проживав у Києві. Німецька окупація радянських територій давала надію багатьом тогочасним українським діячам на здобуття незалежності. Як ми знаємо зараз, більшість з них швидко розчарувались в нових «союзниках». Микола Лівицький намагався налагодити політичну діяльність в Києві, але був заарештований Ґестапо і перевезений до Польщі.
Сім’я Лівицького теж не полишала активної діяльності. Мати – Марія Варфоломіївна – ще до еміграції разом з Жіночою громадою брала участь в подіях революції 1905-07 років. Пізніше вона очолить Союз українських емігранток в Польщі.
Старша сестра Наталя була поетесою. У Варшаві приєднується до створення літературної групи «Танк». Вона єдина з усієї родини дожила до створення Незалежної України.
Проживання в Америці
Андрій Лівицький продовжував справу Симона Петлюри і до 40-х років вважався Головним отаманом військ УНР, поки посаду не було реформовано. Під його керівництвом, після закінчення Другої світової війни, еміграційний український уряд поновив свою діяльність. В 1948 році Андрій Лівицький ініціював створення Української національної ради з метою консолідації розрізнених політичних сил українців у еміграції.
В 1950-х сім’я Лівицьких переїжджає до США. Та вже без Андрія – він помер 1954 року в Німеччині. З того ж року Микола займає посаду керівника відділу закордонних справ Української національної ради. Варто відзначити, що політичне життя українців у еміграції було досить складним. Створювалось багато різних організацій, відбувались з’їзди та конференції.
На шостій сесії Української національної ради Миколу Лівицького було обрано Президентом УНР в екзилі. Перебуваючи на цій посаді, Микола відвідував багато країн української діаспори, зустрічався з політичними діячами різних країн тощо. Він не дожив лише кілька років до розпаду СРСР. Помер 8 грудня 1989 року в Філадельфії.
Повернімось до питання правонаступництва. 10-та спеціальна сесія Української національної ради визнала правонаступницею УНР в екзилі державу Україну. 22 серпня 1992 року останній президент УНР Микола Плав’юк передав грамоту Державного центру УНР Леоніду Кравчуку.
Родина Лівицьких – яскраві представники українства ХХ століття. Вони включились у боротьбу за самостійну державу і продовжили свою діяльність в еміграції після поразки революції. Як і велика частина української інтелігенції за кордоном, вони до останнього вірили в нашу незалежність і робили все від них залежне для збереження ідеї української держави.
