Народився Дмитро Дворкіс 28 січня 1945 року в місті Каттакурган, Узбецька РСР. Дмитро Володимирович став такою постаттю, яка залишала невимірний слід в історії Вінниці та України. Почалося все із київського інженерно-будівельного інституту, який Дмитро закінчив 1976 року. Саме тоді він розпочав свою професійну кар’єру як робітник, а потім швидко піднявся по кар’єрних сходах. Працюючи на будівництві Вінниччини, Дворкіс пройшов вражаючий шлях від робітника до генерального директора обласного виробничого об’єднання.
Його весь трудовий шлях насправді був присвячений розвитку і будівництву Вінницької області. У 1991–1992 роках він очолив концерн “Вінницькбудматеріали”, а з 3 травня 1992 року обійняв посаду голови Вінницької міської ради. З 1994 по 1998 рік територіальна громада міста Вінниці двічі обирала його міським головою. Відомо теж, що 2002-2006 роках Дмитро Дворкіс брав участь у виборах міського голови Вінниці, проте йому не вдалося завоювати цю посаду. Не лише відомий своєю адміністративною ефективністю, Дворкіс також випромінював політичний вплив. З березня 1998 по квітень 2002 року він став народним депутатом України 3-го скликання, представляючи партію “Громада”, а потім долучився до фракції СДПУ(о). Його незаконне суміщення посад у виконавчій та законодавчій владі на той момент викликало обговорення. З квітня 2005 року Дворкіс навіть обійняв посаду президента компанії “Укрпромексім”.
Розстріл Дворкіса та нагороди
У листопаді 1999 року у Вінниці стався жахливий інцидент — невідомий розстріляв службовий автомобіль Дворкіса, коли той був мером міста та депутатом Верховної Ради. Із тричі кульовими пораненнями в шию Дворкіс був госпіталізований, а його водій загинув. Цього ж року Дмитро заснував благодійний фонд “За відродження нації”, який зосереджувався на розв’язанні соціальних проблем. Якщо говорити про нагороди, то за свою діяльність та відданість громаді Дворкіс отримав визнання від держави. Він удостоєний орденів та звань, таких як “За заслуги”, “Слава за вірність Вітчизні”, “Святого князя Володимира”, а також медалі “За громадянську мужність”. Він також є лауреатом премії імені Володимира (Зеєва) Жаботинського “За міжнародне порозуміння” та почесним громадянином міста Вінниці.
Про вибори міського голови Вінниці у 2006 році
У 2006 році на засіданні вінницького прес-клубу ексмер і нинішній кандидат на посаду міського голови Дмитро Дворкіс повідав про те, що його спонукало до участі у виборах. За словами Дмитра Володимировича, прийняття рішення про участь у виборах стало непростим завданням. Він зауважив, що отримав численні звернення від різних людей, адже перебував у достатньому резерві кваліфікації та підтримці друзів, здобутих протягом п’яти років доброчинної діяльності, навіть за кордоном. Після того, як Дмитро Дворкіс був офіційно зареєстрований як кандидат, у місті з’явилися листівки, які повідомляли, що за зняття своєї кандидатури Дмитро Дворкіс запросив три мільйони доларів. Він прокоментував появу цих листівок, вважаючи це спробою похитнути його репутацію та назвавши таке “брудом”. Дмитро Володимирович позиціонував себе так, що ні три, ні десять мільйонів не змусили б його відмовитися від участі у виборах. На той період навіть надходили загрози його родині та близьким людям, через що Дворкіс був вимушений подати відповідну заяву до прокуратури.
Ексмер тоді підтвердив свою рішучість продовжити участь у виборах, незважаючи на обвинувачення та загрози його родині. Також він показував активну позицію стосовно екологічної проблеми міста, вказавши на необхідність побудови заводу з переробки сміття для уникнення екологічної катастрофи. Щодо конкурентів, він не виділяв когось конкретного, але був переконаний, що мудрість переважає, коли людина молода.
