Микола Васильович Оводов народився 17 листопада 1864 року. Освіту отримав в університеті св. Володимира в Києві за спеціальністю медицина. По завершенню навчання за розподілом відправився працювати міським лікарем у Подільську губернію, звідки згодом був перенаправлений на таку ж посаду у Вінницю. Завдяки активній професійній і громадській діяльності Микола Оводов зайняв посаду міського голови терміном на чотири роки під час виборів до міської думи у 1899 році. Згодом його знову декілька разів переобирали і він залишався міською головою до 1917 року. Далі на yes-vinnytsia.
Економічна реформа
Під час своєї діяльності Микола Оводов змінив систему сплати податків, що дозволило в рази збільшити міський бюджет. В 1890-х роках сплата податку на нерухомість мала два варіанти. Перший передбачав сплату 10% прибутку від споруди кожного місяця. За другим варіантом необхідно було щомісячно сплачувати 1% від оцінювальної вартості будівлі. Саме ці податки складали половину місцевого бюджету.
За податковою реформою Оводова оцінювалась вся нерухомість Вінниці, на основі якого вводився єдиний податок, що становив 0,8% від її загальної вартості. Реформу закінчили у 1902 році і в її результаті бюджет міста виріс в три рази в порівнянні з 1901 роком, що створило основу для подальшого перевтілення провінційного містечка в місто європейського зразка.
Розвиток Вінниці
За роки керування Оводова відбувся величезний прогрес у розвитку Вінниці. Зокрема з’явилось електричне освітлення. На будівництво електростанції необхідні були великі кошти — до 300 тисяч рублів, до того ж проведенення електричного освітлення було тісно пов’язано з прокладанням трамвайної лінії. Міському голові довелось вести тривалі і напружені перемовини про допомогу місту з керівництвом Кам’янець-Подільської губернії, яке вважало такий проєкт невиправданим. Але в результаті було досягнуто домовленості та розпочалось будівництво, яке тривало до 1910 року. Тоді місто отримало перші ліхтарі на головних вулицях, електроосвітлення в будинках, електричний ліфт і звісно першу трамвайну лінію у 1913 році.Трамвай рухався за маршрутом «Вокзал — Жіноча гімназія» і мав довжину колії 8,6 км. А вже навесні наступного року відкрили другу лінію Миколаївським проспектом до Військового містечка.
Перший водопровід запрацював у 1912 році. Хоча перші згадки про його необхідність були ще у 1902 році, місту не вистачало коштів на його будівництву. До проєкту повернулись через 8 років, тоді була укладена угода з купцями Ремером, Неером і Зіскіндом, які стали підрядниками будівництва водогону.
Станцію побудували в районі Кумбарі і її потужність становила 600 куб. м на добу. По дну Південного Бугу проходила мережа водопроводу, протяжністю 1,3 км, яка подавала воду у водонапірну вежу, звідки вона направлялась у правобережну частину міста та район Замостя.
Забудова міста
З Миколою Оводовим також пов’язують будівництво низки інфраструктурних об’єктів. Завдяки спільній праці з головним архітектором міста Григорієм Артиновим були збудовані готель “Савой”, обласна бібліотека, перша міська Дума, перша жіноча гімназія, міський театр, церква-капличка, Народний дім на Замості, а головні вулиці поступово вкривали бруківкою. Міський голова пильнував за чистотою міста. За його ініціативи була організована комісія, яка контролювала санітарний стан Вінниці.
Микола Оводов склав повноваження у 1917 році й перебрався до Одеси, де провів останні роки свого життя. Сьогодні на знак вшанування громадського діяча названо одну з центральних вулиць Вінниці. А в грудні 2018 відбулась прем’єра документального фільму «Видатні люди Вінниччини: Микола Оводов».
