Николай Васильевич Оводов – врач и винницкий городской голова от 30 марта 1899 года до начала 1917 года. Родился мужчина 17 ноября 1864 года в Воронежской губернии. Именно поэтому когда Николай Оводов приехал в Ямполь, на Подолье его никто не знал. А то, что он за год перебрался в Винницу, о многом говорит. Он ведь смог показать себя и наладить необходимые связи. Это уже была заявка на будущий успех.
Жизнеописание
Родился будущий городской голова Винницы в скромной дворянской семье. В Киевском императорском университете святого Владимира он получил медицинское образование. Впоследствии его направили в Подольскую губернию, где 7 марта 1889 года Николай Оводов был назначен врачом в городе Ямполь. Ровно через год мужчина был переведен на аналогичную должность в Виннице. Также в 1890 Оводов стал врачом в местной реальной школе, а вскоре его определили консультантом по хирургическим заболеваниям в Винницкой окружной психиатрической больнице.
Плодотворная профессиональная и общественная деятельность Николая Васильевича получила признание. Уже 30 марта 1899 Винницкий городской совет избрал успешного врача мэром на четырехлетний срок. Позже он неоднократно менял и занимал этот пост в течение тридцати лет. За период с 1899 до 1917 года произошло масштабное развитие Винницы. Широко известные и подробно рассматриваемые дела, связанные с Оводовым, включали все сферы жизни города и рассматривались городским советом и администрацией.
В 1918 году, с приходом большевиков, Николай Оводов с семьей переехал в Одессу. Там он долгое время работал простым лечащим врачом в порту. Перестало биться сердце Николая Васильевича в этом городе 29 марта 1941 года. Похоронили Оводова на втором христианском кладбище в Одессе.

Николай Васильевич Оводов – это, действительно, одна из самых выдающихся фигур в должности городского головы Винницы. Именно в период его измерения в Виннице появились электростанции и первые электрические фонари, начали работать телеграфы и телефоны, а по улицам начали курсировать первые трамваи.
В начале 19 века Винница мало чем выделялась: сельские дома и немощные улицы доминировали в ее архитектуре больше всего. Даже куры гуляли свободно по улицам. В городе действовали считанные промышленные предприятия, усиленно развивались только сахарные заводы.
Однако мир неустанно шагал вперед в двадцатом веке. Люди удивлялись изобретенным «аппаратом тяжелее воздуха», а также «беспроводным телеграфом» и исследовали клеточную структуру под микроскопом. Города Европы светились электрическими фонарями, а рядом с фаэтонами начали курсировать автобусы и трамваи.
Винница, 19 столетие
Винница, конечно, не осталась в стороне от этих трансформаций, благодаря благосклонности судьбы и важной фигуре – врачу Николаю Васильевичу Оводову. Он был не просто чиновником, а настоящим энтузиастом, творцом и гуманистом. Под его руководством Винница невероятно превратилась и уже никогда не походила на себя предыдущую.
Благодаря усилиям Оводова и хирурга Малиновского была возведена огромная больница имени Пирогова. Новые школы, учительский институт, классическая и женская гимназии и семинария открылись в период мэрирования Оводова. Трамвай со 2-й школы до вокзала позволил горожанам удобно передвигаться по трамваем. Железнодорожный транспорт также активно развивался, что сделало Винницу крупным торговым центром. Сахарные и земледельческие окрестности стали ближе к потребителю, способствуя росту экономики и объема товаров в городе.
В 1914 году губернский центр был перенесен в Винницу в результате начала Первой мировой войны. Но даже до этого Оводов сыграл немаловажную роль в становлении Винницы. Он сражался за создание окружного суда в городе. Это действительно было время больших изменений, и Винница оказалась в их эпицентре благодаря выдающимся личностям и их усилиям, в том числе и Николаю Васильевичу.
Следует вспомнить и то, что появился Винницкий общественный банк. Чтобы увеличить его капитал, городской совет принял решение о продаже небольших земельных участков для частной застройки. Тогда же усиленно развивалось Замостье. Под руководством городского головы Оводова и архитектора Артынова произошли существенные изменения в городе. Появились новые сооружения: городской театр, церковь-часовня, две гостиницы и преобразованная городская управа, ныне известная как Торгово-промышленная палата. Второй этаж совета был превращен в «Белый зал» с большими зеркалами, белой мебелью и роялем, где проводились концерты и собрания. Благодаря Оводову в Виннице появилась электростанция, телефонная сеть, трамвай, водопровод с водонапорной башней, на которой размещались часы. Под его руководством была запущена первая городская газета под названием Куранты. Как врач Оводов активно боролся за чистоту города и инициировал создание специальной комиссии, которая отслеживала санитарное состояние Винницы. Многие улицы были покрыты брусчаткой благодаря его инициативе. Также особое внимание Оводов уделял благотворительности, всегда поддерживал частных волонтеров. Известно, что под псевдонимом «Омикрон» Оводов издал книжечку «Винницкая старина. История стен», которая ныне хранится в Тимирязевской библиотеке.
К значительным сооружениям, построенным в годы правления Оводова, можно отнести: городскую думу на Почтовой улице, гостиницу «Савой», театр, Народный дом на Замостье, телефонную станцию и трамвайное сообщение.
Нереализованные проекты городского головы
Во времена Николая Оводова в городе стали обсуждать необходимость строительства двух мостов через Южный Буг. Один из них должен был вести на современную Киевскую улицу, второй – на Старый город со стороны нынешней авеню Скалецкого. В заключении Киевский мост был построен уже после Второй Мировой войны. А вот моста по улице Скалецкого нет до сих пор.
К тому же именно при Оводове был разработан проект Сабаровской ГЭС, которую должны были построить в двадцатые годы. Из интересных планов, которые планировались для строительства и не были реализованы Оводовым – сахарный и плодоконсервный заводы и крупнейший в Подольской губернии элеватор.
