Микола Васильович Оводов – лікар та вінницький міський голова від 30 березня 1899 до початку 1917 року. Народився чоловік 17 листопада 1864 року у Воронезькій губернії. Саме тому, коли Микола Оводов приїхав до Ямполя, на Поділлі його ніхто не знав. А те, що він за рік перебрався до Вінниці, багато про що говорить. Життєпис
Народився майбутній міський голова Вінниці у скромній дворянській родині. У Київському імператорському університеті святого Володимира він здобув медичну освіту. Згодом його направили до Подільської губернії, де сьомого березня 1889 року Миколу Оводова призначили лікарем у місті Ямпіль. Рівно через рік чоловік був переведений на аналогічну посаду у місті Вінниця. Також у 1890 році Оводов став лікарем у місцевій реальній школі, а невдовзі його визначили консультантом з хірургічних захворювань у Вінницькій окружній психіатричній лікарні.
Плодотворна професійна та суспільна діяльність Миколи Васильовича отримала визнання. Уже 30 березня 1899 року Вінницька міська рада обрала успішного лікаря мером на чотирирічний строк. Пізніше він неодноразово змінював і обіймав цю посаду протягом тридцяти років. За період від 1899 до 1917 року відбувся масштабний розвиток Вінниці. Широко відомі та детально розглядані справи, пов’язані з Оводовим, включали всі сфери життя міста та розглядалися міською радою та адміністрацією.
У 1918-му, з приходом більшовиків, Микола Оводов з родиною переїхав до Одеси. Там він довгий час працював простим лікарем у порту. Перестало битися серце Миколи Васильовича в цьому ж місті 29 березня 1941 року. Поховали Оводова на Другому християнському цвинтарі в Одесі.

Проте світ невпинно крокував уперед у двадцятому столітті. Люди дивувалися винайденими “апаратом, що важчий за повітря”, а також “бездротовим телеграфом” та дослідили клітинну структуру під мікроскопом. Міста Європи світилися електричними ліхтарями, а поряд з фаетонами почали курсувати автобуси і трамваї.
Вінниця, звісно, не залишилася осторонь цих трансформацій, завдяки прихильності долі та важливій постаті – лікарю Миколі Васильовичу Оводову. Він був не просто чиновником, а справжнім ентузіастом, творцем та гуманістом. Під його керівництвом Вінниця неймовірно перетворилася і вже ніколи не була схожою на себе попередню.
Завдяки зусиллям Оводова та хірурга Малиновського було зведено величезну лікарню імені Пирогова. Нові школи, учительський інститут, класична та жіноча гімназії та семінарія відкрилися саме у період мерування Оводова. Трамвай з 2-ї школи до вокзалу дозволив городянам зручно пересуватися трамваєм. Залізничний транспорт також активно розвивався, що зробило Вінницю великим торговим центром. Цукроварні та землеробські околиці стали ближчими до споживача, сприяючи росту економіки та обсягу товарів у місті.
У 1914 році губернський центр був перенесений до Вінниці внаслідок початку Першої світової війни. Але навіть до цього Оводов відіграв важливу роль у становленні Вінниці. Він боровся за створення окружного суду в місті. Це справді була доба великих змін, і Вінниця виявилася в їхньому епіцентрі завдяки видатним особистостям та їхнім зусиллям, у тому числі й Миколі Васильовичу.
Варто пригадати й те, що з’явився Вінницький громадський банк. Щоб збільшити його капітал, міська рада прийняла рішення про продаж невеликих земельних ділянок для приватної забудови. Тоді ж посилено розвивалось Замостя. Під керівництвом міського голови Оводова та архітектора Артинова відбулися суттєві зміни у місті. З’явилися нові споруди: міський театр, церква-капличка, два готелі та перетворена міська управа, яка нині відома як Торгово-промислова палата. Другий поверх ради був перетворений у “Білу залу” з великими дзеркалами, білими меблями та роялем, де проводилися концерти та зібрання. Завдяки Оводову у Вінниці з’явилася електростанція, телефонна мережа, трамвай, водогін із водонапірною баштою, на якій розміщувався годинник. Під його керівництвом була запущена перша міська газета під назвою “Куранти”. Як лікар, Оводов активно боровся за чистоту міста та ініціював створення спеціальної комісії, яка відслідковувала санітарний стан Вінниці. Багато вулиць були вкриті бруківкою завдяки його ініціативі. Також особливу увагу Оводов приділяв благодійності, завжди підтримував приватних волонтерів. Відомо, що під псевдонімом “Омікрон” Оводов видав книжечку “Вінницька старовина. Історія мурів”, яка нині зберігається у Тимірязевській бібліотеці.”
До значних споруджень, що були побудовані у роки керування Оводова, можна віднести: міську думу на Поштовій вулиці, готель “Савой”, театр, Народний дім на Замості, телефонну станцію і трамвайне сполучення.

За часів Миколи Оводова у місті почали обговорювати необхідність будівництва двох мостів через Південний Буг. Один з них мав вести на сучасну вулицю Київську, другий – на Старе місто з боку теперішньої авеню Скалецького. У висновку, Київський міст був побудований вже після Другої Світової війни. А ось моста по вулиці Скалецького немає і досі.
До того ж, саме за Оводова було розроблено проєкт Сабарівської ГЕС, яку повинні були збудувати у двадцяті роки. З цікавих задумів, які планувались для будівництва та не були реалізовані Оводовим – цукровий та плодоконсервний заводи та найбільший у Подільській губернії елеватор.
