Це не сценарій блокбастера, не новини з окупованих територій і не звичайна кримінальна хроніка. Це ситуація за участю посадової особи, мера Немирова Віктора Качура, який у ній є тим, хто звинувачувався у вчиненні хуліганських дій. Ситуація зі стріляниною, образливими словами й побиттям волонтера в ЗМІ описувалась здебільшого зі слів потерпілого. Проте звинувачуваний посадовець не заперечував факт конфлікту із використанням вогнепальної зброї, хоча й не бажав далі коментувати його на камеру без свого адвоката.
Потерпілим був Ігор Гудзенко, представник волонтерської організації, який приніс до мерії гуманітарну допомогу, призначену для ЗСУ, – здебільшого це були каремати, тобто спеціальні килимки, які роблять комфортнішим сон на твердій поверхні. Тоді виник конфлікт, почались взаємні образи й стрілянина в повітря. Це сталося 7 квітня 2023 року. Пан Гудзенко є жителем Немирова, і після інциденту він викликав поліцію.
У репортажі на “Суспільному” повідомляли деякі подробиці. За словами волонтера, він уже мав натягнуті стосунки з міським головою і хотів з ним не перетинатися та піти. Проте, коли почув за спиною крики і лайку з боку мера, розвернувся та почав із ним словесну перепалку.
– Я захищався: підставляв свою ногу, щоб блокувати удари. Дуже хотів його вдарити. Було важко стриматися. Але розумів, що знаходжуся на території міської ради в невиграшній позиції. Я просто мовчки стояв, посміхався, провокуючи ще більше його агресію. Сказав, що це все, на що він здатний, що він психічно хвора людина, що йому треба лікуватися. Практично вся розмова була такими словами, якими пішов російський корабель, – пояснив Гудзенко.
Зрештою мера заарештували за звинуваченням у хуліганстві. Повідомляли, що такі дії можуть призвести до позбавлення волі на строк від 3 до 7 років. На жаль, подальші події майже не висвітлювалися, але, судячи з коментарів місцевих мешканців, ситуація завершилась лише штрафом.
Звинувачення в хабарництві
У 2010 році писали про те, що Віктор Качур попався на хабарі прямо в будівлі міськради. 24 червня його взяли на місці злочину під час передачі грошей співробітники правоохоронних органів (тоді їх називали міліцією). Йшлося про суму близько 1,8 млн гривен за вирішення питання, пов’язаного із земельною ділянкою площею в півтори гектари. Звинувачуваний не погоджувався з таким трактуванням подій і називав їх замовленням та підставою.
Приблизно через рік Качура, на той час ексмера, випустили із зали Апеляційного суду. Його виправдали “за браком доказів” по цій справі, а також трохи пом’якшили вирок за службову недбалість при проведенні ремонту в дитячих садках. Раніше його засудили до ув’язнення на 2 роки 10 місяців, у липні 2011-го в Апеляційному суді покарання замінили на умовне, а восени амністували.

Ще раніше, у 2002 році, у барі, яким керував Віктор Качур, виникла нестача грошей на суму 2600 грн. Господар закладу вирішив, що це сталося з вини офіціантки Наталії Кречик, яка там працювала. За свідченням жінки, її роботодавець, використовуючи погрози і застосовуючи грубу фізичну силу, змусив написати розписку. У ній зазначалося, що Наталія нібито позичила в дружини Качура 2600 гривень і обіцяє повернути гроші до кінця місяця.
Свідком ситуації стала маленька дочка офіціантки. Також жінка через численні побої потрапила на три тижні в лікарню. У 2007 році Віктору Качуру вдалося “зам`яти” ту справу, але потерпіла і її дитина довго не могли оговтатись від душевних ран. Очевидно, списати такі дії на замовлення чи провокацію було важко, проте “домовитись” таки вдалось. Утім, за словами представників правоохоронних органів, поведінка майбутнього мера завжди була вкрай зухвалою і гоноровою.

Віктор Качур народився в 1965 році в селі Човновиця Оратівського району Вінницької області. У Немирові опинився невдовзі після служби в армії, там працював, а згодом мав свій бізнес. Він і його син кілька разів були фігурантами справ, пов’язаних із дорожньо-транспортними пригодами. Так, у жовтні 2014 року Віктор розтрощив на джипі старенький “москвич” із жінкою-пасажиркою, яка через це була шпиталізована.
У 2010 році Качура, коли він не з’явився до суду по згаданій вище справі з хабарем, розшукував Інтерпол. А у 2008-му на нього планувався замах, проте кілера затримали.

Отже, такі ситуації – не поодинокі, це лише найбільш яскраві і промовисті приклади. Досить серйозні і резонансні події, пов’язані з людиною, яка перебувала на посаді мера з 2006 по 2010 та з 2015 року. (З 2010 по 2015 рр. в місті керував його син Олександр).
