Батьківщиною Дмитра Васильовича Марковича є Полтава. Зростав у родині військовослужбовця. Раннє дитинство проходило у Чернігівські області, де навчався у Новгород-Сіверській гімназії. Згодом родина відправилась до Вологди, де юнак закінчив місцеву гімназію. Відвідував лекції медичного факультету у Київському університеті як вільний слухач. В Одесі навчався у Новоросійському університеті, а після його завершення отримав посаду судового слідчого Кишинівського повіту в Бессарабії. Початок громадської діяльності
У 1970-х роках розпочалась його громадсько-просвітницька робота. Дмитро Маркович веде спільну українофільну діяльність роботу разом з подружжям Русових, Теофаном Василевським, Олександром Волошиновим, Іваном Тобілевичем та ін. Активісти на меті мали розвиток національної гідності та поширення української мови.
У листопаді 1887 року до жандармського управління надійшов анонімний допис. Внаслідок цього розпочались переслідування та гурток українофілів припинив своє існування. Олександра Русова, Олександра Волошинова, Теофана Василевського арештували, проте завдяки втручанню Дмитра Васильовича їх випустили з в’язниці за грошовий внесок. В середині 1990-х років переїхав до польського міста Каліш, де працював мировим суддею. Згодом Дмитро Маркович вирішив припинити кар’єру держслужбовця та переїхав на Волинь, де став займатись хліборобством, кооперативною діяльністю та більше уваги став приділяти літературній роботі.
Переїзд до Вінниці
У 1913 році Дмитро Маркович переїхав до Вінниці, де продовжував розбудовувати споживчу кооперацію. У 1917-1920 роках активна громадська та політична діяльність Дмитра Васильовича тільки зростала. За його сприяння місцева влада видала постанову, що допомагала впровадити уроки української мови у вінницьких школах.
У листопаді 1917 року саме Дмитру Васильовичу доручили оголосити зміст III Універсалу Центральної Ради, яким проголошувалось започаткування Української Народної Республіки. А також сприяв визнанню його рішення подолянами.
За часи існування Української Центральної Ради Дмитра Васильовича призначили старшим прокурором Генерального суду у Києві, згодом очолив посаду Генерального судді УНР. Протягом Гетьманату входив до складу сенату. Але після зречення гетьмана П. Скоропадського у новому уряді Директорії під головуванням В. Чехівського місця Д. Марковичу не знайшлося, тому він повернувся до Вінниці. Та навіть тут він не залишався осторонь політичного життя. Він писав лист до виконувача обов’язків міністра юстиції в уряді В. Чехівського з пропозиціями нових законів та кадрових змін. Перш за все, він наполягав на прийнятті закону про мову, проведенні українізації суду і прокуратури, влаштуванні на ключові посади у Генеральному суді свідомих українців, запропонувавши кілька найкращих кандидатів, на його думку, а також звернув увагу на противників змін у системі судочинства республіки, яких треба було негайно звільнити.
На посаді міністра
З 13 лютого 1919 року Дмитра Марковича назначили міністром юстиції Української Народної Республіки в уряді Сергія Остапенка, де він працював близько трьох місяців. За коротку службу Дмитро Маркович встиг навести лад у судовій та прокурорській галузі. За його ініціативи було прийнято положення про самоврядування єврейських громад, він наголошував на забезпеченні матеріальної допомоги батькам загиблих солдатів та постраждалим від злочинів більшовиків.
У 1919 році відправився з робочим візитом в Одесу, але потрапив у більшовицький полон, де пробув 7 місяців. Йому вдалось втекти та повернутись у Вінницю, яка з січня 1920 року опинилась під владою більшовиків. Помер Дмитро Васильович Маркович у Вінниці 9 грудня 1920 року.
