Українська революція 1917-1921 рр. у Вінниці

Українська революція – одна із важливих віх боротьби українського народу за свою державність, соборність та свободу. Поштовхом до початку Української революції стала Лютнева революція в імперії, пише yes-vinnytsia.com.ua. 

Початок революції у місті

З приходом на Поділля звістки про повалення влади Миколи II на місцях почали формуватися нові органи влади. Так, у Вінниці були створені Рада громадських організацій на чолі з графом Здіславом Ґрохольським, що підтримувала Тимчасовий уряд, Подільська губернська українська Рада, яку очолив Дмитро Макрович та яка підтримувала Центральну Раду та Рада робітничих і солдатських депутатів Поділля.

Ще протяом кількох перших тижнів на початку весни більшість населення Вінниці дотримувалось аполітичної позиції, що було впливом «старого режиму», який змушував народ коритися та мовчати. Проте дуже швидко у місті стало формуватись багато нових громадських спілок та товариств. Одним зі способів вираження своїх позицій та ідей стали мітинги, збори, демонстрації та інші масові акції. Ве­ликі та малі групи однодумців збиралися в окремих приміщеннях, залах, клубах, на приватних квартирах, потроху, але все впевненіше — на вулицях.

Ледь не кожного тижня у Вінниці організовувались різно­манітні урочисті та святкові заходи. Заборонені раніше національні прапори використо­вувалися як символи свободи та відродження етнічної самосвідомості. Одним з найбільш масових заходів стало святкування Дня Праці. В цей день оголосили вихідний та тисячі вінничан вийшли на головні вулиці міста.

Солдати і робітники скандалили: «Хай живе вільна Україна!», «Вся земля і воля народу!», «За мир, за хліб, за свободу!», «Хай живуть Установ­чі Збори!». Гаслом єврейських солдатів було: «Хай живе демократична респу­бліка!». Жінки також вийшли на захист власних прав та підняли простирадло із написом: «Виборче право жінці!». Для учасників заходу грали оркестри, спі­вали хори, актори давали коротенькі вистави просто неба.

Український рух

Одним з найбільш впливових та організованих товариств, що захищали інтереси українців став «Союз подільських українців», який виник 5 березня 1917 року. Нова спілка сприяла заснуванню нових національних товариств, куди доєднувалися свідомі та активні українці. Головою «Союзу подільських українців» назначили Дмитра Марковича, чию роль у розгортанні українського руху після Лютневої революції важко переоцінити. 

Він не пропускав жодного селянського або учительського з’їзду, де виступав з промовами. Також був активним учасником культурно-просвітницького товариства «Просвіта». У квітні у Вінниці були організовані збори філії, під час яких були прийняті рішення про заснування бібліотеки-читальні, хору, курсів для учи­телів Вінницького повіту, відкриття кіосків з україномовною літературою. Разом із тим «Просвіта» зайнялась й власною видавничою діяльністю.

Значною подією українського руху став Подільський губернський кооперативний з’їзд, на якому Дмитро Маркович виступив із доповіддю «Про устрій України». Серед основних цілей він визначив:

  • єднання всіх українців, дотримання прав народів, які населяють Україну;
  • організацію села й підготовку до виборів в Установчі Збо­ри;
  • здобуття автономії України у складі росії;
  • за­конодавче розв’язання аграрного питання на основі принципу «земля для тих, хто трудиться на ній»;
  • введення української мови в шкільну, судову, церковну та політичну сфери життя.

Сутички з більшовиками

27 серпня 1917 року у Вінниці провели перші демократичні вибори до Міської думи. До жовтня великий вплив на життя міста стала чинити Вінницька Рада робітничих та солдатських депутатів, що перебувала під більшовицьким контролем та мала велику прихильність серед військових.

У жовтні 1917 року більшовицька армія підняла збройне повстання, аби повалити Тимчасовий уряд. Одним з міст, на які вони націлювались була й Вінниця. На захист подільського міста Київ вислав війська. Перші сутички розпочались 28 жовтня 1917 року, більшовики зазнали поразки, але після відходу війська Тимчасового уряду вони 4 листопада встановили владу у Вінниці поряд з українською Губернською радою та міською думою, що підпорядковувались Українській Центральній Раді. Фактично у Вінниці встановилося двовладдя.

На початку січні 1918 року знову спалахнули протистояння з більшовиками. 17 січня у Білому залі міської управи було офіційно проголошено встановлення у Вінниці радянської влади, а також обрано новий склад виконавчого комітету Вінницької Ради робітничих і солдатських депутатів. Для зміцнення своїх позицій та боротьби з непокірними створювався загін «червоної гвардії», а на підприємствах запроваджувався «робітничий» контроль.

Німецько-австрійська окупація

Звільнити Вінницю від більшовиків допомогла австро-угорська армія. Та попри свої обіцянки не втручатись у внутрішню політику, вінничани відчули тиск на себе. Відносини погіршились через введення у дію закону про воєнно-польові суди та видання наказу австрійським комендантом про запровадження смертної кари за порушення спокою і порядку. Була й запроваджена система доносів.

Правління гетьмана Павла Скоропадського

29 квітня 1918 року в Україні до влади приходить Павло Скоропадський. Його прихильники зайняли ключові посади у державних установах в столиці та інших містах. Також відбулась реорганізація системи правоохоронних органів. Замість міської міліції у червні була створена Державна варта, яка розпочала активну боротьбу із бандитизмом та підпільною діяльністю більшовиків. 

На початку червня відбулась облава у районі Замостя, в результаті якої затримали близько 60 злочинців з вилученням зброї та грошей. Проте на цьому більшовики не зупинились та навпаки посилили свою активність, продовжили антиурядову агітацію та створювали підпільні загони. На початку листопада 1918 року посилюється повстанський рух, переважно ініційований більшовиками, проти австро-угорських та німецьких військ. 

Встановлення влади Директорії УНР

В листопаді місцева влада Вінниці отримала повідомлення від представників Вінницької філії Українського Національного Союзу про те, що вона, від імені новоствореної Директорії УНР очолить владу на Поділлі. Тут зміна влади, на відміну від інших міст, пройшла спокійно та без крові. Вінниця з околицями стала першим містом, де визнали владу Директорії. Після зречення Скоропадського від влади 14 грудня 1918 р. Директорія офіційно переїздить з Вінниці до Києва.

Та незабаром Директорія знову повернулась до Вінниці й місто стало столицею України. У Вінниці відбулися доволі важливі події в галузі як внутрішньої, так і зовнішньої політики. 

В березні 1919 року більшовики на чолі з Миколою Щорсом наступали на Вінницю, через що Директорія УНР була змушена покинути місто майже до кінця літа. Та вже 10 серпня 1919 року армія УНР спільно з Українською Галицькою Армією знову повернулись до Вінниці.

Повторно більшовики наступали у грудні 1919 року, але до травня їх знову вигнали з міста. У червні 1920 року більшовики, зібравши великі сили, перейшли у контрнаступ, захопивши 12 числа Київ, а через 7 днів й Вінницю. Керівництво УНР переїздить до Жмеринки. А більшовики встановлюють у місті свою владу на найближчі 70 років.
