Народився Володимир Гройсман 20 січня 1978 року у Вінниці, де й проживав у дитинстві, вчився і заробив перші гроші. Головним лицем у обласному центрі він був з 2006 по 2014 рр.
Походження
Пан Гройсман є українським євреєм за національністю. Батько, Борис Ісаакович, народився у 1946 році й був майстром на радіоламповому заводі в часи СРСР, а у 1990-му став підприємцем. Також пізніше він був депутатом міської ради трьох скликань. Мати, Жанна Ізраїлівна, працювала вчителькою. Народилась у 1950 році, а померла у 2000-му від важкої хвороби.
Освіта
У 1994 рік Гройсман закінчив Вінницьку середню школу № 35. А потім здобув дві вищі освіти:
- Закінчив у 2003 році Міжрегіональну академію управління персоналом, ставши юристом.
- У 2010 році став магістром “Управління суспільним розвитком”, завершивши навчання в Національній академії державного управління.
Можна підсумувати, що під час навчання пан Гройсман добре опанував такі поняття, як закони і права, а також зрозумів, як вміло керувати. Інша справа, як він застосував ці знання.
Робоча діяльність
Перший робочий досвід здобув ще в 14 років, коли став працювати слюсарем на комунальному (або муніципальному) підприємстві “Школяр”. Після цього, з 1994 року, працював комерційним директором – у МП “Око”, а також на вінницькому ринку “Юність”.
Політична кар’єра
Далі вже почалась політична кар’єра, тому звичайна трудова діяльність припинилась. У 2002 році став депутатом міської ради, і це у віці 24 роки – серед колег Володимир був наймолодшим. У 2005-му він став секретарем міської ради і якийсь час виконував обов’язки мера Вінниці. А у 2006-му Гройсман вже був обраний міським головою за результатами голосування. Також він був переобраний у 2010 році, а кандидатом Володимира Борисовича висунула партія “Совість України”. Ну а далі він пішов у Верховну Раду і більше 3 років був прем’єр-міністром.
Перебування на посаді міського голови Вінниці
Можна, звичайно, пробувати аналізувати політичні переконання Гройсмана, його моральні якості або світогляд. Але міський голова – це перш за все господар. Тому найбільш доцільно зробити огляд змін у Вінниці за період управління.
- Продовжив заміну ліхтарів і покращення вуличного освітлення. При цьому застосовувалась програма енергозбереження.
- Розпочав капітальний ремонт вулиць міста – як магістральних (пріоритетно), так і багатьох другорядних. До цього вони не ремонтувались аж з часів підготовки до Олімпіади-1980.
- У 2006 році зайнявся впорядкуванням стихійної торгівлі, яка деколи перекривала прохід на тротуарах, створюючи певні незручності пішоходам.
- Провів транспортні реформи. Взяв в оренду у муніципалітету Цюриха вживані трамваї, які мали значно більш привабливий вигляд, ніж ті, що до цього були у Вінниці. Невдовзі в міському транспорті також з’явився безкоштовний вай-фай. У 2013-14 рр. були закуплені десятки автобусів і тролейбусів, а на Вишеньці добудували трамвайну колію.
- У 2008 році було створено перший у країні “Прозорий офіс”, де населенню надавались адміністративні послуги. Незабаром ідею реалізували й у багатьох інших містах.
- Організував ремонт центрального моста.
- Залучив у місто інвестиції на суму 736 млн грн у період з 2007 по 2013 р.
- У період правління Гройсмана Вінницю вперше визнали найкращим обласним центром для життя серед усіх українських.
Та все ж найбільшим досягненням називають налагодження діалогу між мешканцями міста і владою. Була створена телефонна служба швидкого реагування, сервіс “Диспетчер”, який допомагав контролювати діяльність комунальних служб. У ті часи мешканці могли звертатись до мерії через сайт або спеціальні термінали в міськвиконкомі.
Критика і нагороди
Гройсман отримав кілька нагород: орден “За заслуги” третього і другого ступенів, а також Кавалерський Хрест Ордену Заслуг Республіки Польща. Та все ж частою темою для розмов серед мешканців міста було те, скільки грошей має мер, яка в нього нерухомість і який відсоток бюджетних коштів, виділених на облаштування міста, кладе собі в кишеню. У таких обговореннях зазвичай важко оперувати конкретними доказами. Більш предметно критикували Гройсмана за висловлювання, пропозиції і дії, зроблені під час перебування у Верховній Раді.
- Якось Володимир Борисович мав необережність запропонувати звільнити 10 % суддів. За це йому докорила Асоціація правників України та Окружного адмінсуду столиці.
- Критикували й різкі висловлювання проти одностатевих шлюбів.
- Звинувачували Гройсмана й у розтраті 12 млн гривень бюджетних коштів на рекламу свого уряду, називаючи це “соціальною рекламою”.
- І ще один закид – втручання в діяльність профільних міністерств, зокрема міністерства фінансів на чолі з Олександром Данилюком.
Так чи інакше, а Гройсман був мером Вінниці і залишив у ній певний слід. А крапки над “і” розставить історія.
