Николай Ливицкий из Винницкой был одним из президентов Украинского государства. Президентом уже несуществующего государства. Украинский ватаман
В восприятии многих украинский единственным президентом во времена Независимости является Михаил Грушевский. Это довольно распространенное заблуждение, ведь Грушевский был председателем Центрального совета. Формально эта должность больше приравнивается к статусу спикера правительства. Но Украинская народная республика имела и своих президентов. Правда, уже на более поздних этапах существования — в изгнании, то есть за пределами Украины.
Их отсчет можно вести с Симона Петлюры — главного атамана войск УНР. Ему последовал Андрей Ливицкий, который позже реформировал должность со звания атамана к званию президента. Современная Украина юридически является правопреемницей УССР, но на идейном уровне мы следуем УНР.
После поражения Украинской революции 1917-1921 годов многие деятели отправились в эмиграцию. Одни, разочаровавшись во всем, просто доживали свои последние годы, другие со временем вернулись и ассимилировались с новым, советским порядком (часть таких людей впоследствии была репрессирована).
Были и такие, кто продолжал отстаивать независимую Украину заграницей. И, хотя украинский вопрос утратил свою актуальность для тогдашних западных политиков, правительство УНР продолжал действовать вплоть до 1992 года. Одним из тех, кто обеспечивал и поддерживал его деятельность был Николай Ливицкий.
Рождения будущего президента
Николай Ливицкий родился 22 января 1907 года в Жмеринке в семье Андрея и Марии Ливицкой. Его род происходит из Полтавщины и считается, что во времена Гетманщины Ливицкого были сотниками и полковой есаул.
Прожить долгое время на территории Украины Николаю и его семье не удалось. В 1918 году он начал обучение в киевской гимназии им. Тараса Шевченко. В конце 1920-го им с отцом пришлось эмигрировать в Польшу. Дело в том, что Андрей Ливицкий был активным участником событий Украинской революции и на момент эмиграции занимал пост премьер-министра УНР. После смерти Симона Петлюры в 1926 году он занял его пост.
Между тем его сын продолжал получать образование — в Варшаве, Подебрадах, Праге, Женеве. Одновременно с этим он занимался общественно-политической деятельностью. Будучи активным учасником украинского студенческого движения, избирался председателем вновь студенческой корпорации «Запорожье» в Варшаве. Также участвовал в съездах Центрального союза украинского студенчества (ЦЕСУС).
Журналистика в жизни Ливицкого
ЦЕСУС — общественная организация украинских студентов вне СССР. Созданная в 1922 году в Праге. В течение 20-х годов ЦЕСУС объединял тысячи студентов и десятки организаций. Союз был вынужден постоянно переезжать, вследствие изменения отношения к Украинской на конкретных территориях, которые были вызваны изменениями в политике конкретных стран. С 1971 года ЦЕСУС начал активную деятельность в защиту украинских диссидентов. Но через шесть лет союз начал приходить в упадок.
Николай Ливицкий также активно занимался журналистской деятельностью. Он был одним из издателей журнала «Студенческий голос» (1927-1928 гг., Варшава), публиковался в журнале «Тризуб» (неофициальный СМИ, основанный по инициативе Петлюры в Париже) и львовском «Деле». Также материалы Ливицкого часто появлялись на страницах многих швейцарских изданий.
Долгое время Николай Ливицкий выполнял функции секретаря делегации правительства УНР при Лиге Наций. Тогда же он стал специальным корреспондентом «Тризуба» в Женеве. Швейцарский город в те времена считалось одним из центров мировой политики, что давало украинским деятелям много возможностей. Но Лигу Наций больше интересовал вопрос независимой, в то время как тема украинский была где-то на периферии.
Установления дипломатических отношений
В 1937 году Ливицкий осуществил ряд дипломатических поездок по поручению председателя Совета Министров УНР Прокоповича. Он посетил Германию, Польшу, Чехословакию, Австрию, Италию и Францию. Годом позже был направлен в столицу Карпатской Украины — города Хуст. Там Ливицкий изучал возможность привлечения бывших военных армии УНР в вооруженные силы Карпатской Украины
С 1942 года Ливицкий проживал в Киеве. Немецкая оккупация советских территорий давала надежду многим тогдашним украинским деятелям на обретение независимости. Как мы знаем сейчас, большинство из них быстро разочаровались в новых «союзниках». Николай Ливицкий пытался наладить политическую деятельность в Киеве, но был арестован Гестапо и перевезен в Польшу.
Семья Ливицкого тоже не оставляла активной деятельности. Мать — Мария Варфоломеевна — еще до эмиграции вместе с Женской общиной участвовала в событиях революции 1905-07 годов. Позже она возглавит Союз украинских эмигранток в Польше.
Старшая сестра Наталья была поэтессой. В Варшаве присоединяется к созданию литературной группы «Танк». Она единственная из всей семьи дожила до создания независимой Украины.
Проживание в Америке
Андрей Ливицкий продолжал дело Симона Петлюры и до 40-х годов считался главным атаманом войск УНР, пока должность не было реформировано. Под его руководством, после окончания Второй мировой войны, эмиграции украинское правительство возобновил свою деятельность. В 1948 году Андрей Ливицкий инициировал создание Украинского национального совета с целью консолидации разрозненных политических сил украинском в эмиграции.
В 1950-х семья Ливицкого переезжает в США. И уже без Андрея — он умер в 1954 году в Германии. С того же года Николай занимает должность руководителя отдела иностранных дел Украинского национального совета. Стоит отметить, что политическая жизнь Украинской в эмиграции было достаточно сложным. Создавалось много различных организаций, происходили съезды и конференции.
На шестой сессии Украинского национального совета Николая Ливицкого был избран Президентом УНР в изгнании. Находясь на этой должности, Николай посещал многие страны украинской диаспоры, встречался с политическими деятелями разных стран и тому подобное. Он не дожил всего несколько лет до распада СССР. Умер 8 декабря 1989 года в Филадельфии.
Вернемся к вопросу правопреемства. 10-специальная сессия Украинской национальной рады признала правопреемником УНР в изгнании государство Украина. 22 августа 1992 последний президент УНР Николай Плавьюк передал грамоту Государственного центра УНР Леониду Кравчуку.
Семья Ливицкого — яркие представители украинства ХХ века. Они включились в борьбу за самостоятельное государство и продолжили свою деятельность в эмиграции после поражения революции. Как и большая часть украинской интеллигенции за рубежом, они до последнего верили в нашу независимость и делали все от них зависящее для сохранения идеи украинского государства.
