Народився ексмер 9 липня 1968 року у Вінниці. Сергій Моргунов розпочав свій кар’єрний шлях у Чернівцях, де здобув освіту на історичному факультеті місцевого університету. Після отримання диплома в 1992 році, молодий історик вирушив у Вінницький технікум м’ясної та молочної промисловості, де певний час працював викладачем історії. На той період така професія не вважалася престижною, особливо у провінції, проте, коли з’явилася можливість перейти у сферу бізнесу, Моргунов, враховуючи його родинний бізнесовий досвід, швидко прийняв рішення. Варто зазначити, що у Вінниці тоді ринки визначали ритм життя. Це був час, коли майбутній прем’єр-міністр Володимир Гройсман починав свій шлях на цих ринках, і коли родина Порошенків володіла кондитерською фабрикою. Тут гроші крутилися великі, а податки сплачувалися не завжди.
Батько Сергія, також директор одного з вінницьких базарів, передав йому великий досвід. У 1998 році Моргунов-молодший, разом із своїми партнерами, заснував ТОВ “АМіК”, яке об’єднало кілька вінницьких базарів. Сергій взяв активну участь у розвитку компанії, здобуваючи досвід та вміння у сфері бізнесу. Моргунов був заступником директора, проте з часом він вирішив змінити свій курс і вийшов на політичну арену, що є типовим для нової української еліти. Сергій Моргунов — не лише бізнесмен та політик, але й сім’янин. Нині він одружений з Наталією Володимирівною, разом вони виховують донечку Вероніку.
Скандали і доходи міського голови
Шлях Сергія Моргунова, прокладений через політичні успіхи, викликав неабияке здивування та критику від місцевих бізнесменів та громадян. Початок його кар’єри пов’язаний з Вінницьким технікумом м’ясної та молочної промисловості, але швидко відбувається перехід у сферу бізнесу, де Сергій стає ключовим гравцем на ринках міста. Ключовим гравцем цього клану став Сергій Моргунов, чий батько мав близькі стосунки з впливовими постатями, такими як Олексій Порошенко-старший та Борис Гройсман. Після першої каденції мер здійснив 65% обіцянок, залишивши за собою ще тридцять шість. Одним із ключових досягнень Моргунова стало введення електронного квитка в громадському транспорті у 2019 році. Ця ініціатива сприяє зручності для місцевих мешканців, хоча вимагала часу для повноцінного запуску. Ще однією обіцянкою, що вже стала реальністю, є старт виробництва сонячних панелей в місті. Цей крок спрямований на розвиток екологічно чистих технологій та створення нових робочих місць.
Проте не всі обіцянки втілені у життя. Будівництво нової будівлі для відділень лікарні швидкої допомоги взяло паузу, але медичний центр серцево-судинної патології знаходиться на етапі активного будівництва. Міський голова також пообіцяв вирішити проблему черг у дитячих садках до 2020 року, однак, незважаючи на скорочення черги, вона залишилася актуальною. Музей історії Вінниці, який обіцяв відкрити Моргунов, досі не реалізований, залишаючи у відкритому питанні його майбутнє. Логістичний центр в районі аеропорту «Вінниця», незважаючи на затримки через земельні питання, залишається на карті майбутніх проєктів міського голови. Отже, політичний шлях Сергія Моргунова позначений як досягненнями, так і викликами, вимагаючи уваги та відповідальності.
Проте варто пам’ятати, що нині у Моргунова триває друга каденція. Чи виконає всі обіцянки мер Вінниці цього разу побачимо пізніше. З найголовніших завдань на 2020-2024 роки – надати належний доступ жителів кожного мікрорайону та кожної приєднаної громади до якісних послуг. Йдеться про розвиток системи транспортного сполучення, мережі прозорих офісів, підліткових клубів і культурних центрів. Також у планах оновити на території громади 50 км доріг, збільшити транспортний парк на сто тридцять одиниць. У пріоритеті створити 1250 місць у дитсадках, провести реконструкцію з утепленням сімнадцяти шкіл та дитсадків, оновити стадіони в п’яти і басейни в двох школах, відкрити шість дитсадків, розпочати будівництво нової школи, збільшити кількість робочих місць, більше використовувати зеленої енергетики та багато іншого.
